2015 FUNDING OUTLOOK

"We are raising as much, or more, as we’ve ever raised. Our traditional donors are as generous as ever.
It’s that the number of crises is outpacing the generosity. We need those who have given to us to give more. And we need more donors to support the gap.” WFP Executive Director Ertharin Cousin, speaking in August 2015 to Philanthropy Age magazine.

Working to reach the furthest behind first, WFP uses voluntary funding to provide vital food assistance in 82 countries globally supporting six corporate L3 emergencies: Syria, Syria Regional, Yemen, South Sudan, West Africa Ebola Regional, and Iraq. In addition to this, WFP is responding to five L2 corporate emergencies: CAR Regional, Ukraine, Sahel Regional, Horn of Africa/East Africa Regional, Libya.

The regional bureaux for the Middle East, Horn of Africa and Eastern Africa as well as West Africa received 79 percent of confirmed contributions for the emergency responses (Emergency Operations, EMOPs, and Protracted Relief and Recovery Operations ,PRRO).

WFP adjusted its initial global forecasts for 2015 to US$4.9 billion from US$4.7 billion. Total funding requirements are US$8.6 billion compared to US$8.5 billion in 2014. Total confirmed contributions received as of 3 November 2015, amount to US$3.8 billion compared with US$4.2 billion during the same period in 2014. The resourcing level for Syria operations in 2014 was 50 percent, while as of October 2015, it stands at 48 percent. For other major emergencies, particularly regional refugee operations, the situation is worse. As of this month, Ethiopia is starting ration cuts to stretch supplies through to early next year.

Kenya has maintained 30 percent cereals reductions since July due to under resourcing.
Despite the success of the Regional Ebola Response, global humanitarian assistance holds the spotlight. Major topics such as resources diversification, humanitarian efficiency and effectiveness, reducing vulnerability, and serving the needs of people in conflicts are to be addressed at the First World Humanitarian Summit in Istanbul in 2016.

The increasing evidence of a major El Nino event around the world is already calling for mobilisation of the humanitarian community. WFP and partners are closely monitoring the Horn of Africa, Eastern and Southern Africa as well as Latin America and the Caribbean. In Ethiopia, of the 15 million people require relief assistance in early 2016, 8 million will be covered under the Productive Safety Net Programme (PNSP) contingency, 1 million by NGOs, and 5 to 6 million by WFP and Government. WFP released substantial resources for preparedness actions to country offices where the effects are clearest. Budgets of ongoing emergency operations are under revision. For the next six months (October 2015-March 2016), WFP funding needs for food, cash, and in-kind food assistance stand at US$1.9 billion.
